Economic Information per Labor Trends

Harney County is the largest county, by area, in Oregon at 10,185 square miles.

 

Harney County's population centers are the adjoining cities of Burns and Hines in the north-central part of the county.  Population figures show 3,064 in Burns and 1,623 in Hines, with a total of 7,600 in the entire county.

 

Harney County is located in the southeast quadrant of Oregon.  There are vast expanses of nearly unpopulated terrain--most of it rangeland under the authority of the United States.  The Bureau of Land Management rounds out the remainder of the county's geography beyond its cities, farms and ranches.

 

Harney County displays some seasonal employment trends over the course of the year which contribute to periods of relatively high unemployment rates in certain months.  

 

Non-farm employment conditions tend to be best between June and November.

 

Agriculture is a major ingredient in the economy of southeast Oregon.  Harney County is consistently at or near the top of Oregon's cattle production statistics.

 

Area factories manufacture wood products and, more recently, recreational motor coach components.  A State youth correctional facility (maximum security) in Burns has also become a factor in Harney County's employment picture.

Oregon Economic & Community Development Department

 

Business Assistance:

Harney County enjoys a strong pro-business climate. County, City officials and the Chamber of Commerce work with regional, state and federal economic development agencies to meet the needs of local businesses and firms interested in establishing in Harney County.

The County works very closely with Oregon Economic & Community Development Department to provide financial assistance through their state programs. These programs include the Industrial Development Revenue Bond and Oregon Composite Revenue Bond programs; Oregon Business Development Fund; Entrepreneurial Development Loan Fund; and the Oregon Community Development Block Grant Program.  Greater Eastern Oregon Development Corporation provides the following programs to Harney County: Intermediary Re-lending Program, Micro-business Loan Program, SBA 504 Loans, several revolving loan funds tied to job creation. 
 

Enterprise  and Electronic Commerce Zone:

New or expanding companies may qualify for Enterprise Zone Tax Abatements for the value added to property in conjunction with job creation. Taxes may be abated for three to five years depending on wages offered and other criteria. All of Burns, Hines and part of the County are covered by the Enterprise Zone designation.

Any business qualifying for the property tax abatement in an E-commerce zone can earn a tax credit on its State income/excise tax return.
